Lithuania’s public procurement open data records EUR 51.58 billion of awards across 212,747 published transactions for 2024 and 2025. Used as a market size, that figure is wrong by more than half. Once contract amendments are separated from new awards, the market a supplier can bid for is EUR 21.89 billion across 186,774 contracts.

What the published total contains

The gap is contract amendments. Across 2024 and 2025 they account for EUR 29.69 billion, which is 57.6 per cent of published value across 12.2 per cent of transactions. An amendment records a change to a contract that was already awarded, so counting it as new work counts the same money twice.

Amendments are identified two ways and cross-checked. The Public Procurement Office publishes its own amendment files, matched on document identifier, and the source data carries a contract type code for an amendment. Both methods are set out in the published methodology.

The market after amendments are separated

What remains is 186,774 new contracts worth EUR 21.89 billion, which is 256 new contracts every calendar day at a median of EUR 13,435. Half of all new awards fall below that median and the EUR 5,000 to 25,000 band holds 72.9 per cent of them. This is a market of many small contracts rather than a few large ones.

Values are capped at EUR 50 million per contract so that a handful of very large infrastructure awards do not set the average for everything else. Both the capped and the uncapped totals are printed in the report.

Who buys

3,319 contracting authorities awarded work in the period. The ten largest hold 34.9 per cent of value and the twenty largest hold 47.2 per cent. Concentration is reported separately for each sector.

How open the market is to a foreign supplier

Foreign-registered suppliers hold 1.78 per cent of contracts and 4.28 per cent of value. New entrants are a different question. Of the 13,238 companies that won work in 2025, 4,779 had not won in the previous period, which is 36.1 per cent of winners taking 5.8 per cent of value. The market admits new names readily, and it admits them to small contracts.

Where these figures come from

One frozen extraction of the contract data published by the Public Procurement Office through CVP IS and released as open data on data.gov.lt, dataset 2867, licensed CC BY 4.0. The extraction was taken on 20 September 2026 and nothing is refreshed after it. The population is contracts of EUR 5,000 and above awarded between 1 January 2024 and 15 September 2026. 2026 year to date is reported separately, because the Office has not published 2026 amendment files and the year is not comparable.
